Meet Tim...

In more than 24 years of working in state government, Tim Roufa has gained extensive experience in government procurement; legislative budget request preparation; statewide technology purchasing and implementations; policy development; corporate training; and legislative and executive affairs.

 

Tim began his life in public service in 1999, working in the Florida House of Representatives Bill Drafting Services Office. In 2001, he joined the Florida Department of Highway Safety and Motor Vehicles Division of the Florida Highway Patrol as a State Trooper, where he served for more than 22 years in various roles including traffic homicide investigations; training academy instructor; and assistant training academy director.

In 2015, he was appointed to the rank of Major as the FHP’s Chief Technology Officer (CTO). In 2021 Tim was appointed to the rank of Chief over the newly formed Administration and Technology Command, taking on FHP’s administrative functions including fleet-property management; budget and grants; recruitment and selection; personnel management; and business intelligence in addition to his CTO responsibilities.

 

Over the course of his career, Tim was responsible for numerous advancements and innovations, including the establishment of the FHP Unmanned Aerial Vehicle Program; a cloud-based 360-degree in car camera system; a pursuit comprehensive intervention technology implementation study; a predictive crash reduction model pilot; and the FHP Desk Trooper program pilot, which leveraged technology ology to allow for remote crash investigation to mitigate staffing shortages in critical market areas. He also authored a comprehensive study to determine methods to confront recruitment and retention issues in sate law enforcement agencies.

Before retiring from the FHP in late 2023, Tim volunteered as a research mentor to up-and-coming law enforcement leaders and served on Florida’s Criminal and Juvenile Justice Information Systems Council; as the State Law Enforcement Chiefs Association Technology Committee Chair; and on the American Association of Motor Vehicle Administrators (AAMVA) Card Design Standards and Joint mDL subcommittees.


Tim holds a Bachelor of Science in Political Science from The Florida State University and is a graduate of the Florida Criminal Justice Executive Institute’s Senior Leadership Program and Executive Leadership Seminar, and of the International Association of Chiefs of Police Leadership in Police Organizations program. He is an active member of the IACP Law Enforcement Information Technology Section and the IACP State and Provincial Police Division.

Tim is a part-time inventor and co-owner of PFV Innovations, LLC.

He is also the owner and principal consultant at Raven Consultants, bringing out-of-box thinking and solutions to businesses and government in the realms of leadership, management, and procurement.
